SUMMARY:
Alcoholic beverage control; local ordinances; arrests. Expands the areas, including parking lots and motor vehicles, where a locality, by ordinance, may regulate or prohibit the possession of opened alcoholic beverage containers. The bill also allows localities which have adopted an ordinance to authorize their law-enforcement officers to make an arrest without a warrant for violation of such ordinance where the violation is not committed in the officer's presence, if there is probable cause for the arrest based on a reasonable complaint from any person who observed the violation.
