SUMMARY:

Absentee ballots for uniformed services voters. Expands the list of persons entitled to vote in state and local elections by absentee ballot and entitled to apply for a ballot by the Federal Post Card Application, to include members of the “uniformed services.” The present law covers members of the “armed forces.” The new term covers the Public Health Service and National Oceanic and Atmospheric Administration as well as armed forces. These persons must be otherwise qualified to vote and absent on election day because of their service responsibilities. Currently, states are required by federal law to allow these individuals to vote by absentee ballot for federal offices.
