SUMMARY:

Promotion and coordination of watershed planning and watershed permitting. Establishes an interdepartmental task force to promote and coordinate the watershed planning and watershed permitting activities of state agencies and localities. The Council is made up of the Directors, or their designees, of the Departments of Environmental Quality, Conservation and Recreation, Forestry, and the Chesapeake Bay Local Assistance Department. The Department of Environmental Quality with the assistance of the task force is, to the extent practicable in its discretion, to (i) promote and coordinate state and local efforts to undertake watershed planning and watershed permitting; (ii) acquire, maintain and make available information on watershed planning; (iii) promote research on watershed planning and watershed permitting; (iv) identify methods to provide technical assistance and training to local officials; (v) recommend regulatory or legislative changes to foster watershed planning and watershed permitting; and (vi) develop, foster and coordinate approaches to watershed permitting. The Department is to report on watershed planning and watershed permitting activities, findings and recommendations. The task force may appoint advisory panels. This is a recommendation of the Joint Subcommittee on the Efficiency and Consistency of the Stormwater Management and Permitting Policies of the Commonwealth (SJR 44, 1994).
