SUMMARY:

Virginia Contractor Transaction Recovery Act. Broadens the definition of "judgment" under this Act to include a claim against a regulant in bankruptcy for which claim (not otherwise disallowed by the bankruptcy court) no distribution was made by the bankruptcy court to the claimant. Upon request of the claimant, the bill requires the Board to determine (i) whether the contractor's conduct was improper or dishonest as defined under the Act and (ii) what amount, if any, the claimant is entitled to recover from the fund. The bill also authorizes reconsideration of claims (i) previously made to the Board for which a claimant has a judgment entered on or after April 26, 1993, and (ii) refiled with the Board within six months after the effective date of this bill.
