SUMMARY:

Charter; City of Alexandria. Grants the city authority to prohibit or regulate the possession of an opened alcoholic beverage container in a public or private street, parking lot or park that is accessible to the public and in a motor vehicle whether or not moving, on such ways and places. Other charter amendments (i) authorize the city to use local funds to assist low and moderate income households in leasing or acquiring dwellings or dwelling units, (ii) authorize the city to acquire dwellings or dwelling units and lease or sell such properties to low or moderate income persons or to nonprofit organizations whose principal purpose is to furnish housing to such persons, (iii) allow greater flexibility in establishing income guidelines to be used in determining eligibility for homeownership assistance, (iv) strike the prohibition that administrative assistants for council members or the mayor cannot aid any member in a Virginia election, (v) replace detailed notice and hearing provisions regarding adoption or amendment of the city's master plan with the requirement that a public hearing be held, (vi) provide that any city land use ordinance adopted, or other land use action taken, shall not be declared invalid due to failure to give notice as required by general law so long as the notice complied with applicable city law and that this amendment shall not affect litigation concluded or pending on April 1, 1995, and (vii) require that the names of candidates for city council be placed on the ballot in accordance with general law.
