SUMMARY:
Free textbooks and textbook rental systems for public school students. Reauthorizes the use of textbook rental systems. This provision reinstates the law as it existed prior to July 1, 1994. In 1993, free textbook systems were mandated via Chapter 654 (1993 Acts), contingent upon the appropriation of state funds “sufficient to cover the state share of textbooks and workbooks” during the 1994 Session of the General Assembly. “Sufficient” funds to cover the state share were appropriated, and the free textbook requirement was implemented, thereby eliminating authority to operate textbook rental systems. Pursuant to this bill, rental systems, which were, in some cases, revenue generating, could be reinstated.
