SUMMARY:

Child support. Creates the "community work experience program" to provide for payment of child support by noncustodial parents who are unemployed or underemployed. This legislation is based on the program in Wisconsin, where localities use these people to paint park benches and perform other manual labor for the benefit of the locality; they are deemed to be employees of the locality. The court is required to order a noncustodial parent who is able to work full-time, working less than 32 hours per week and earning less than 40 times the minimum hourly wage to participate for 16 weeks or until three consecutive monthly payments are made, whichever occurs first. The amount owed is determined by applying the guidelines percentage to anticipated income from 40 hours of work per week at minimum wage.
