SUMMARY:
Enterprise zones. Increases the number of authorized enterprise zones from 25 to 50 and creates another alternative to the requirement, for "start-up" businesses in the enterprise zone, that employees used to satisfy the "below median income" test also reside in the enterprise zone. The alternative test is that 40 percent or more of the employees who are nonresidents reside in an area where they have income below 80 percent of the median income.
