SUMMARY:

Virginia Nonresident Higher Education Grants Program and Fund for Minority Students. Establishes a tuition assistance program composed of grants awarded from the Fund created for such purpose. The State Council of Higher Education is charged to administer the program and Fund. Eligible students for such awards must be nonresident minorities who are enrolled full time or accepted for full-time enrollment in a degree-granting program at any accredited public four-year institution of higher education in Virginia. Emphasis for granting such awards shall be given to eligible African-American students who are enrolled full time or accepted for full-time enrollment at any accredited, historically black public four-year institution of higher education in Virginia. This bill was recommended by the Joint Subcommittee Studying the Status of and Need for Academic Preparation, Financial Assistance and Incentive Programs to Encourage Minorities to Pursue Postsecondary Education and Training.
