SUMMARY:
Cigarettes. Creates the Virginia Healthy Children Act which (i) prohibits the free distribution of cigarettes and other smoking materials to the general public at public events, (ii) prohibits the distribution of smoking materials outside of its sealed package and without the required health warning, and (iii) establishes public elementary and secondary schools as smoke-free. The applicable penalties are civil penalties of $50 for a first offense, $100 for a second and $500 for a third or subsequent offense.
