SUMMARY:

Continued health insurance coverage for state employees, local government employees, local officers, teachers, and employees who retire under disability and when certain specified conditions are met; increases in the cost of such coverage. Permits the purchase of continued health insurance coverage by state employees, local government employees, local officers, and teachers who become permanently and totally incapacitated while in the course of employment if certain specified conditions are met. The bill also permits the purchase of continued health insurance coverage by the surviving spouse and any dependents of a state employee, local government employee, local officer, or teacher who dies while in the course of employment if certain specified conditions are met.

Continued coverage is available to all state employees who participate in a health insurance plan administered by the Department of Personnel and Training pursuant to Title 2.1 and to local government employees, local officers, and teachers who participate in a health insurance plan administered by either the Department of Personnel and Training (DPT) pursuant to Title 2.1 or the local government pursuant to Title 15.1. Increases in the cost of such continued coverage must be consistent with that of other specified health insurance plans administered by DPT or the local government.

The bill also requires that the portion of the health insurance premium paid by state employees, local government employees, local officers, and teachers who take disability retirement under certain specified conditions from the Virginia Retirement System or a local government plan shall be subject to increase only to the extent consistent with that of other specified health insurance plans administered by DPT or the local government.
