SUMMARY:
Corrections; procurement; Virginia Correctional Enterprises. Provides that mandatory procurement by any department, institution or agency of the Commonwealth for articles and services produced or manufactured by persons confined in state correctional facilities applies only to the extent that the contract requirements of such departments, etc. for such articles and services are not expected to exceed $15,000. This bill is a recommendation of the Procurement Study Subcommittee (HJR 695), which looked specifically at Virginia Correctional Enterprises and found that its prices were not competitive. The bill also has technical amendments.
