SB 1123 Flood prevention.

SUMMARY:

Flood prevention. Gives the Director of the Department of Conservation and Recreation the authority to administer the Flood Prevention and Protection Assistance Fund. Currently, the Virginia Soil and Water Conservation Board administers the Fund. The bill allows expenditures (loans or grants) from the Fund for nonfederal projects. However, any loan or grant made by the Director cannot exceed the contribution made by the local public body. No grant or loan can exceed 25 percent of the unencumbered balance of the Fund. The Director is also authorized to expend up to $50,000 annually from the Fund as part of the cost-share with federal agencies for flood protection studies of regional or statewide significance. This is emergency legislation.
