SUMMARY:

State Council of Higher Education; elimination of certain budget duties. Eliminates the duty of the State Council of Higher Education (SCHEV) to develop policies and guidelines for the distribution and use of public funds among Virginia's public institutions of higher education by repealing § 23-9.9. These policies included provisions for operating expenses and capital outlay programs for use by the institutions in preparing requests for appropriations. The requirement that each college governing board submit certain budgetary information to SCHEV 30 days prior to transmitting their respective biennial budget requests to the Governor is also eliminated.
