SUMMARY:
Standards of Quality. Converts the Standards of Learning to regulations, in other words, the program content determined by the Board of Education, will be enforceable law. Currently, local school boards can develop their own SOL. This bill requires the educational objectives known as the Standards of Learning (SOL), previously developed by the Board of Education subject to a modified hearing process, to be promulgated by the Board as regulations under the Administrative Process Act (APA). School divisions may supplement the SOL with additional educational objectives.
