SUMMARY:

The Virginia Medical Savings Account Act. Provides authority for the establishment of the Virginia Medical Savings Account Plan by the Departments of Medical Assistance Services, Workers' Compensation, and Taxation and the Bureau of Insurance within the State Corporation Commission. The Department of Medical Assistance Services is also authorized to apply to the Health Care Finance Administration for a waiver to implement a demonstration project for medical savings accounts in order to provide acute care services to the working poor. The Medical Savings Account Plan will set out the requirements for establishing the accounts, including use of direct debit cards and methods for ensuring their use solely for payment for necessary health care services and integration of existing coverage. If Congress authorizes the necessary federal law changes in taxation, medical assistance, etc., the plan will be implemented in Virginia. The Joint Commission on Health Care will monitor the development of the Plan.
