SUMMARY:

Lottery; prizes. Provides that except for certain limited circumstances, no lottery prize or installment thereof may be subject to garnishment or a lien until such prize or installment is paid or distributed. The bill designates any circuit court as the venue where actions claiming ownership of a winning lottery ticket or prize may be brought, and authorizes the Lottery Department, as a named party in such a suit, to pay the amount of the prize into such court and be discharged on all liability as to that claim. Such payment into the court can also be ordered by the court with the same result.
