SUMMARY:

Bingo and raffles. Creates the Charitable Gaming Commission to issue permits for the conduct of charitable gaming (i.e., bingo, pull-tab games, and raffles). The Charitable Gaming Commission is set up in the Office of Secretary of Administration. Under this bill, control of charitable gaming will be transferred from local governing bodies to the Charitable Gaming Commission effective July 1, 1996. The requirements for a permit, what games are allowed to be played, and prohibited practices remain substantially the same. The bill provides that the existing bingo and raffle statute and any ordinances adopted pursuant thereto shall remain in effect until July 1, 1996. The bill also contains technical amendments. The bill is a recommendation of the Joint Subcommittee Studying Virginia's Current Bingo and Raffle Statutes (SJR 12, 1994).
