SUMMARY:
Grievance procedure. Amends the new grievance procedure and adjusts the responsiblility of the Department of Employee Relations Counselors in accordance with recommendations made by the grievance procedure study. The bill clarifies the duties of the Director of the Department of Employee Relations Counselors and modifies the existing state grievance procedure including (i) mandating an agency response to an employee's grievance, (ii) replacing grievance panels with hearing officers, and (iii) requiring agencies to train employees and keep them updated on the operation of the grievance procedure. This bill is based on SB 408 from the 1994 Session relating to the grievance procedure. As passed in 1994, SB 408 contained a reenactment clause.
