SUMMARY:
Constitutional amendment; state and local debt. Prohibits counties and the Commonwealth from engaging in what is commonly referred to as “subject to appropriation” financing, unless such financing is approved at a referendum. This amendment will reverse the Virginia Supreme Court decision in Dykes v. Northern Virginia Transportation District Commission, et al., 242 Va. 357 (1991), decided by a 4-3 majority.
