SUMMARY:

Constitutional amendment; voter initiative; state taxes and expenditures. Establishes procedures for voters to initiate and enact laws concerning state taxes and expenditure limits. Enactment of an initiative law requires approval by a three-fifths majority of those voting. The number of voter signatures needed to place an initiative on the ballot must equal or exceed seven percent of the number of votes cast for governor in the last election and must include signatures from each congressional district which equal or exceed six percent of the statewide required number. Based on the 1993 election in which 1,793,916 votes were cast, 125,575 signatures would be needed statewide and 7,535 signatures would be needed from each congressional district.
