SUMMARY:
Constitutional amendment; raiding special funds. Requires a two-thirds vote of members present, and including at least a majority of the members elected, in each house to appropriate special funds for a purpose other than the purpose for which the fund was established. If funds are appropriated to a different purpose, the funds must be repaid within two years of the withdrawal.
