SUMMARY:
Constitutional amendment; the right of overseas citizens to register and vote. Permits an overseas United States citizen who has never lived in the United States to qualify to register and vote in Virginia in federal elections if his parent is a qualified voter in Virginia. The General Assembly is authorized to extend the right for such overseas citizens to register and vote to include state and local elections.
