SUMMARY:
Memorializes Congress to observe the principles of federalism. Memorializes Congress to observe the principles of federalism as required by the 10th Amendment of the Constitution of the United States. These principles provide that “powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.” The resolution asserts that the federal government has exceeded its constitutional authority by imposing costly and burdensome mandates that deprive states and localities and their citizens of the ability to govern themselves effectively in meeting pressing local needs.
