SUMMARY:

Study; alternative methods of funding public school construction and renovation. Continues the Select Committee Studying School Construction and Renovation Funding for the Commonwealth's School Divisions. The select committee is requested to (i) consider mechanisms for assisting school divisions with large debt service burdens, an ongoing operating expense which is not shared by the Commonwealth; (ii) examine issues related to the Literary Fund and the Virginia Public School Authority (VPSA), including diversion of revenues, such as through civil penalty statutes; (iii) review and evaluate the effectiveness of other states' construction funding mechanisms; and (iv) examine mechanisms for assisting school divisions with building plans, including the sharing of construction building blueprints.
