SUMMARY:
School finance reform. Establishes a joint subcommittee to examine Michigan's Public School Finance Reform Program to see if similar provisions could reduce (i) Virginia localities' reliance on the real property tax and (ii) the disparity in elementary/secondary school funding. Michigan voters approved the program in a referendum.
