SUMMARY:
Constitutional amendment; appeals by the Commonwealth (first resolution). Authorizes the General Assembly to allow the Commonwealth to petition for appeal from a decision of an intermediate appellate court in any criminal case on a substantial constitutional question or a matter of significant precedential value.
