SUMMARY:
Constitutional amendment; limits on short sessions (first resolution). Provides that, in the odd-numbered year short session, the General Assembly shall consider only: legislation carried over from the preceding long session, amendments to the general appropriations law, emergency measures, and legislation requested by the Governor.
