SUMMARY:
Commercial fishing license. Allows a person registered as a commercial fisherman to purchase two licenses. He may give the second license to another person, acting as his agent, who is responsible for operating a second fishing vessel owned by the registered commercial fisherman. Currently, a commercial fisherman can hold only one license which is not transferable. If a commercial fisherman's agent is a nonresident, he must purchase a nonresident harvester's license. The bill contains a delayed effective date of January 1, 1995.
