SUMMARY:
Richmond Regional Authority. Establishes an authority composed of the City of Richmond and the Counties of Chesterfield and Henrico to operate for their mutual benefit, water and sewer, waste disposal, and transportation services giving such Authority the powers of a water and sewer authority as set out in Title 15.1 of the Code; bill must be reenacted by 1996 General Assembly to become effective; however, a two-year study is effective upon passage.
