SUMMARY:

Virginia College Building Authority. Amends the Virginia College Building Authority Act to allow such authority to function more like the Virginia Public Building Authority for the benefit of state institutions of higher education. Under current law, the authority works primarily with Virginia's private institutions of higher education. The amendments will also permit the authority to provide a credit enhancement to the program by adding a moral obligation feature for debt issued for the benefit of state public institutions of higher education, and should effect interest cost savings. The bill also authorizes the issuance of $111,245,000 in Virginia College Building Authority debt for seven state institutions of higher education; these projects represent the bulk of those recommended by SCHEV for inclusion in the "21st Century College Trust Fund" and are so referred to in this bill.
