SUMMARY:
Guidelines for academic credit. Requires the State Council of Higher Education for Virginia (SCHEV) to develop guidelines for the granting of academic credit by public institutions of higher education for comparable course work completed at a degree-granting public or private institution in Virginia. The guidelines are not subject to the provisions of the Administrative Process Act (APA); technical amendments clarify that various SCHEV guidelines are not subject to the APA. This measure was carried over by the House Education Committee.
