SUMMARY:

Abolition of parole. Eliminates parole for any offense committed on or after July 1, 1996. So as not to run afoul of the prohibition against ex post facto laws, offenses committed prior to that date will continue to be subject to current parole laws. This bill also provides for the Department of Corrections to prepare by December 1994 estimates of capital costs for the construction of new facilities to accommodate the additional prisoners generated by this bill and provides for a statewide referendum in November 1995 for the issuance of bonds to build the additional facilities. The effective date shall be after the date of the referendum and, if the referendum is successful, when the Department of Corrections certifies that enough additional beds have been constructed to accommodate the prisoners.
