SUMMARY:
Unsatisfied fines. Restricts private attorneys and collection agencies to reasonable fees in collecting unsatisfied fines and costs and provides that the fees paid to outside collectors will be over and above the total amount collected in order to avoid reducing the amount collected by the Commonwealth.
