SUMMARY:

Sentencing guidelines. Clarifies that the 16-year limitation on previous convictions for purposes of enhancing the midpoints of certain sentencing guidelines is to be applied to convictions or incarcerations occurring within the 16-year period prior to the date of the offense upon which the current conviction is based. The bill contains an emergency clause.
