SUMMARY:
Spot blight abatement. Extends spot blight abatement authority, which currently applies to housing authorities, to localities which do not have a housing authority. Also, the bill removes the requirement that property be vacant before being declared blighted and clarifies that an authority or locality may repair blighted property.
