SUMMARY:

Habitual offenders; service of show cause order. Provides alternative methods of service of process involving a show cause hearing when the person being served cannot be located. Any person who fails to keep DMV apprised of any change of address is deemed to have appointed the Secretary of the Commonwealth as his statutory agent for the service of process.
