SUMMARY:
Siting and inspection of solid waste management facilities. Requires the Waste Management Board to certify that the location of a proposed solid waste management facility (i) is necessary to meet the solid waste management needs of the Commonwealth as set out in a comprehensive state solid waste management plan (to be developed by the Board) and (ii) will not disproportionately impact minority or economically disadvantaged communities. A permit for a facility may not be issued without such certification. A public information meeting is to be held with one member of the Board, two members of the local governing body and a Department of Environmental Quality employee who can answer questions related to the proposed facility in attendance. Solid waste facilities are to be inspected at least twice a year and requirements for return inspections upon findings of violations are to be developed.
