SUMMARY:
Public service companies; telephone regulatory alternatives. Declares it unlawful for any telephone company holding a certificate of public convenience and necessity to provide local exchange telephone service to pay a higher return on equity in dividends to its parent holding company than the return on equity paid by the parent holding company to the parent's stockholders.
