SUMMARY:
Applications for use of state-owned bottomlands. Requires that applications to the Virginia Marine Resources Commission (VMRC) for use of state-owned bottomlands be deemed incomplete unless accompanied by a certification from the local governing body that the applicant's project complies with applicable zoning and subdivision ordinances. A default certification provision is included in the event the locality fails to respond to a request for certification within forty-five days. VMRC may exempt from the certification requirement categories of projects for which certification is unnecessary.
