SUMMARY:

Delinquent children. Reduces from 16 to 14 the age at which a juvenile may be committed to a secure facility upon adjudication based upon certain specified offenses and increases the time that a juvenile may be detained in a secure facility pending a hearing from six to eight hours. The bill also transfers from the State Board of Corrections to the Department of Corrections the authority to approve pre-hearing detention facilities as suitable for juveniles and allows the juvenile courts to enter orders of restitution directed to the parents of a delinquent juvenile.
