SUMMARY:
Ratio of in-state and out-of-state students. Requires the governing bodies of public four-year institutions of higher education to maintain a ratio of in-state and out-of-state students that is not less than 67 percent in-state students on and after July 1, 1997. Senior institutions are required to admit not less than five percent of its undergraduate students from two-year colleges as transfer students. Virginia Military Institute, Norfolk State University, and Virginia State University are excluded from the provisions of this bill.
