SUMMARY:
Registration of vacation schools, summer camps, and other establishments for children. Eliminates the requirement that public and private establishments (camps) operated in Virginia for the entertainment, education, recreation, physical education or health of persons under eighteen, who are not related to the operator, register with the Department of Social Services annually if twelve or more persons are accommodated at any one time during any portion of more than two consecutive days. Although the public programs are subject to the scrutiny of governing bodies, school boards or other entities, registration is the only regulatory activity required of this category of private establishments; the Department of Social Services has no authority to inspect, approve or investigate complaints. Under the current law, these camps must submit information regarding staff ratios and qualifications, program descriptions, number and ages of children served, schedule of fees and cost of attendance, emergency procedures, health services and consumer protection measures. These establishments are diverse, ranging from programs for children with specific diseases (e.g., cystic fibrosis, diabetes, etc.) to music education and recreational camps. Camps which are subject to licensure as child care centers or which are sponsored by a religious organization and offer religious instruction are not required to register under current law
