SUMMARY:
Regulations for alternative attendance at public schools. Adds the creation of admission standards and the establishment of single-sex schools to those issues the Board of Education must address in its regulations governing school choice programs in the Commonwealth. An uncodified preamble cites the value of providing increased educational options for Virginia's public school pupils. Current law (HB 1993, adopted in 1993) directs the Superintendent of Public Instruction to develop and implement a program allowing pupils to attend another public school within their school division of residence or in another school division, as selected by their parents. The Board of Education is to promulgate regulations governing these alternative attendance arrangements to address transportation, enrollment capacity, racial balance, cost considerations, and other issues. The Superintendent is to submit an independent evaluation of this program to the Governor, the Senate, and the House of Delegates by January 1 of each year.
