SUMMARY:
Consideration of certain issues in policy development. Directs the departments and divisions of the executive branch and the various state boards affiliated with executive departments to consider the impact of proposed policies and regulations on family formation, stability, and autonomy. The measure specifically states that it confers no right or benefit enforceable by law or in equity against the Commonwealth or its agencies.
