SUMMARY:

Provisions of subdivision ordinance; performance guarantees. Provides that a locality must return all performance guarantees, with interest, as a tax credit to the record owners of the property if construction of the facilities for which the performance guarantees are being held is not commenced within 12 years from the date of the posting of the performance guarantee.
