SUMMARY:
Bond issues by counties. Amends the Public Finance Act provision relating to the power of counties to contract debt and issue bonds. The bill requires that certain types of “subject to appropriation” financing be submitted to the voters for approval before counties may enter into such contracts, leases and financing arrangements. The amendment repeals the result of the Virginia Supreme Court's decision in Dykes v. Northern Virginia Transportation District Commission, et al., 411 S.E.2d 1, 242 Va. 357 (1991).
