SUMMARY:
Trade and commerce; Virginia Riverboat Gaming Commission with riverboat gaming. Creates the Virginia Riverboat Gaming Commission as the licensing body for riverboat gaming. The bill sets up the licensing scheme for riverboat gaming and provides for penalties for violations of the riverboat gaming laws and Commission regulations. The bill requires the Commission to issue up to five licenses for the operation of riverboats. The bill contains a provision to “grandfather” existing vessels which meet certain criteria, and requires both a local and state-wide referendum in order for riverboat gaming to become effective. The bill also contains technical amendments.
