SUMMARY:
Standard 1 of the Standards of Quality and programs for certain at-risk students. Requires the Board of Education to include in the proposed 1996-1998 biennium budget for public education funding to sustain the primary at-risk incentive payments for participating schools. These funds currently support pupil-teacher ratio and class size reductions in grades K through 3. This bill also authorizes the Superintendent of Public Instruction to approve other uses of the appropriated incentive funds to implement approaches other than reduced ratios and class sizes in the primary grades in the targeted schools to improve student achievement. School boards are explicitly authorized to provide programs for at-risk four-year-olds, with the goal of increasing their readiness for academic instruction in the primary grades.
