SUMMARY:
Capital litigation. Provides that the Supreme Court of Virginia is the exclusive jurisdiction for filing habeas corpus petitions by a prisoner sentenced to death. It also sets time limitations upon the filing of such petitions following appeals to the Virginia and United States Supreme Courts and upon requests for appointed counsel to represent an indigent prisoner sentenced to death in a habeas corpus petition. The bill also prohibits ex parte motions relating to appointment of counsel and establishes a procedure for the setting of execution dates.
